Pre-Budget Submission
EDMONTON: The Canadian Taxpayers Federation (CTF) today presented Alberta Finance Minister Pat Nelson with a submission in respect to Alberta's 2003-04 Budget. Called "Keeping the Promise - Practical reforms to help Alberta taxpayers," the 19-page submission presents the Alberta government with the following advice:
reverse last year's tax increases
protect Albertans from a "bracket creep" tax increase in 2003
reform the health care system
don't go back into debt
limit growth in public sector salaries
protect Albertans with effective taxpayer protection legislation
control spending with legislation
don't spend the Heritage Fund
protect the Heritage Fund from inflation
eliminate personal income tax through the Heritage Fund
stop spending 100% of oil and gas revenues
penalize ministers who fail to meet their budgets
reduce the size of cabinet back down to 17 members
"Before the 2001 provincial election, Premier Klein promised Albertans the only way taxes are going is down. Last year Premier Klein broke his promise by raising taxes by $641 million. This next budget gives Premier Klein an opportunity to keep his word to Albertans, by reversing these tax increase," stated CTF-Alberta director John Carpay.
